Places to learn the skills you need:

the Crucible - artist friendly classes, some women-only classes

Laney College - heard good things about welding and machining classes. Very affordable.

City College - also heard good things about maching. Very affordable.

School of Hard Knocks - absolutely the best advice I have to offer is : You learn by doing. Get an idea, ask questions, screw up, ask more questions. rinse, lather, repeat.
